Results of the Nov–Dec 2023 Application Period

The results of the Nov–Dec 2023 Draw, Tier I/II, and Community Subsistence Harvest application period are available online.

Results for Drawing and Subsistence hunts shown on the ADF&G website or sent by email are based on the eligibility of the applicant at the time the results were processed. Winners will need to remain eligible to receive and use their permit.

Tier I & II Summary

Tier I & II subsistence permits are available to Alaska residents only. All Alaska residents are eligible for subsistence hunting of game populations where subsistence use occurs. A subsistence permit may be issued when there is not enough game for a general season and the population of animals has historically been an important source of human food. The application process for Tier I & II hunts can be complex. A Subsistence Supplement is available that lists species, application dates, hunt dates, Game Management Unit (GMU), and hunting specifications.

Tier I and Tier II permits are used where the board has identified a game population that is customarily and traditionally used for subsistence.

Tier I hunts are allowed where it is anticipated that a reasonable opportunity can be provided to all residents who desire to engage in that subsistence use, so everyone is issued a permit.

Tier II permits are used where it is anticipated that a reasonable opportunity to engage in the subsistence use cannot be provided to all eligible residents, and applications are scored to determine who is eligible for the limited number of permits.

When to Apply

Tier II applications can be submitted online or by paper. Online applications are accepted online November 1 – December 15, 5pm (AKST). Paper applications must be postmarked by November 30 and received by December 15 at 5pm; they will not be accepted over the counter.

Processing Order for Applications

The department processes subsistence applications in the following manner: Tier II permits are allocated first, then Community Subsistence Harvest hunts (CM300).

This means that if an applicant is awarded a Tier II permit for moose or caribou, this allocation takes priority over all subsequent subsistence applications. If the applicant also applied for a Community Subsistence Permit, that permit application will not be considered for allocation.
