Guide and Charter Business Licensing Legislation: Logbook Regulations

In 2016, the Alaska Legislature passed an amended version of HB41 (http://www.akleg.gov/PDF/29/Bills/HB0041Z.PDF external site link), that went in to effect in 2017, requiring guides and operators to be licensed in order to provide sport fishing services and sport fishing guide services in salt water. The Board of Fisheries adopted Proposal 277 in December 2016 that maintained freshwater guide and operator registration and fresh and salt water logbooks.

2018 update - House Bill 41 (HB 41) that went into effect on January 1, 2017 reinstated licensing requirements for saltwater businesses and guides and included a sunset provision of December 31, 2018. The Board of Fisheries adopted regulatory language in Proposal 175, as amended with substitute language in RC 50, in December 2018, to align regulations with statute, requiring guides and businesses that operate in freshwater and/or saltwater to register with the department.
