Hardrock Mining

Alaska Department of Natural Resources

The Alaska Department of Natural Resources (ADNR) is the lead state agency for mining in Alaska. Permits and authorizations required by ADNR before a hardrock mine can be developed include:

  • An approved Plan of Operations;
  • Dam Safety Certification;
  • Temporary Water Use Permits;
  • An approved Reclamation Plan; and
  • Financial Assurances for mine closure.

Alaska Department of Environmental Conservation

The Alaska Department of Environmental Conservation (ADEC) also requires permits for a hardrock mine. Permits and authorizations required by ADEC may include:

  • Alaska Pollution Discharge Elimination System (APDES) permit;
  • Integrated Waste Management Plan and Bonding; and
  • Air Quality Permits.

Alaska Department of Fish and Game

The Alaska Department of Fish and Game’s permitting authorities are focused on protecting anadromous fish and their habitats and maintaining fish passage in all fish-bearing waterbodies. For the development of a hardrock mine, we evaluate proposed water use requirements and physical modifications to floodplains and active stream channels associated with the project.
Potential Fish Habitat Permits (PDF 69 kB) for a hardrock mine could include:

  • Bridges or culverts associated with roads for access;
  • Water withdrawal and ADNR Water Use Permit related;
  • Eams and tailings storage facilities that could impact passage of fish, fish habitat or stream flows;
  • Temporary or permanent stream diversions; and
  • Mitigation plans for mixing zones, if proposed under APDES permits.
